Immigration is an important part of the Government of Canada’s plan to keep the economy growing. Canada follows an immigration plan that helps distribute the benefits of immigration across the country. It selects immigrants for their economic contribution, for their humanitarian needs, and to reunite families.

Every year, Canada set targets for the number of immigrants for each immigration category. In 2022, the target is 431,645 immigrants, to ensure Canada has the workers it needs to fill critical labour market gaps and support a strong economy.

Looking ahead, Canada plans to welcome 447,055 immigrants in 2023 and 451,000 immigrants in 2024. This works out to about 1% of its population.

Provinces and territories select a growing number of immigrants in the economic category, as well.

Immigration, Refugees and Citizenship Canada facilitates the entry of permanent residents in a way that maximizes their economic, social, and cultural contribution to Canada while at the same time protecting the health, safety, and security of Canadians.

There are two main categories to pursue PR in Canada

Economic Class – Applicants under this class are selected based on their ability to become economically established in Canada. Therefore, the main selection factors of all economic programs are suitable education, work experience in a high-demand occupation and language abilities under one of Canada’s official languages.

Federal skilled worker immigration is a popular stream that uses the Express Entry system. Under this system, applicants who meet basic criteria submit an online profile to the Express Entry pool,under one of the 3 federal Canada immigration programs: the federal skilled worker program, federal skilled trades, the Canadian experience class, or a participating provincial nominee immigration program. The province of Quebec manages its own immigration programs Quebec skilled worker and the Quebec Experience Class.

In addition, the Economic Class includes various business and investment-based programs offering permanent admission to Canada such as the Quebec Immigrant Investor Program (QIIP), Quebec Entrepreneur program, Quebec Self-Employed, and the Federal Immigrant Investor Venture Capital (IIVC) Program and the Federal Start-Up Visa program.

Non-Economic Class – Applicants are selected based on family re unification, social and humanitarian objectives. It includes Family class, Humanitarian class, Permit holders and Overseas processing.

Under the family reunification class, current sponsorship policies promote the reunion in Canada of Canadian citizens and permanent residents with their close relatives.
